Mystery VW

Doesn’t look great. But it looks like a VW.
A mysterious model I have never seen before.

Could it be a mule for that “US only” sedan that is supposed to replace the “too expensive for Americans” Passat?
Or is it yet another Chinese Volkswagen model?
